error trying to run toolchain i need svn, i did but error!

ok, i read from this website what i need from cygwin just to program for the psp, and it didnt know i needd to use the toolchain, so i read how to install it manually and i did, along with the other files that were recommned with it, but i still get svn error get subversion (svn), so im guessing its a problem with the .subversion folder in the home/~ folder, because on my computer that has cygwin installed successfully, a folder called .subversion is in the home/~ folder, so what should i do?
