Typically OtherOS is Linux and yes, there is tons of documentation on how to make programs for Linux.

The OtherOS interface is documented by Sony only in the commented Linux source code, which is actually a very good place to look. A community effort to consolidate that information outside of Linux can be found at http://wiki.ps2dev.org/ps3:hypervisor.
