The link for PS2Dev_setup.exe isn't working for me, (http://www.internalreality.com/PS2Dev_Setup.exe)... are there any mirrors?

you could try lukasz ps2dev zip, www.ps2dev.org -> tools

Uhm its the compilers/binutils wich you will use together with your favourite IDE/Editor.
