I've updated my SDK to the latest newlib 1.16 and here is the patch:

http://minpspw.svn.sourceforge.net/viewvc/minpspw/trunk/mingw/patches/newlib-1.16.0-MINPSPW.patch?revision=64

It also needs to patching on the SDK itself here:

http://minpspw.svn.sourceforge.net/viewvc/minpspw/trunk/mingw/patches/pspsdk-MINPSPW.patch?revision=66

If no one opposes feel free to add it to the SVN
