Help please! I dont know where to start!

Im a beginning c programmer, and so you can talk alittle of stuf to me,
but all this ps2 stuff, well..
just tell me where to start. I can't modify my ps2 here, in my island, and i so i finally found the ps2 idependence thingy...and, but it tell me to get this other title.db thingy, and well... whats is it? I looked on 0xd6 (hex number, right?) and, i cant get on!!! Connect is horrioble in Palau!!!
So where else can i get it, and is ther anyting else i need????????

Please, help me, and talk softly, i may know about pcs, but the ps2 is new to me!!!!!

Thanx! But the saving tool...is ther any one that is free, if not, ill work a summer job (for money this time!) and buy it... but u must know, i live in the pacific, and no I AM FAR AWAY FROM HAWAII!!!!! so... well i need something able to be downloaded. If not, well its okay.
