I am referring to Multiloader Compatible MS IPL.

Is there anyway to do so? Just out of curiosity.

No. That's like saying you want to launch Firefox from BIOS on your PC.
You need to load the OS before you can start running software under it.

Basically, builtin stripped-down sysmem+loadcore+lfatfs_driver (the ipl payload) == boot the firmware off flash.
