Where do I start
to get psp development information...?
Like, where do I get the standard psp Help screen image,
and other goodies...?

Take a look at the stickies in the PSPSDK forum on this site, for how to get all the tools etc, and links to useful resources.

If you need really basic help on PSP programming and don't have much experience of programming other platforms, you might like to check out more basic tutorials in places like pspupdates.com. (Apologies if that's patronising, it's just that the level of information here at ps2dev is aimed at experienced developers and could lead to frustration).

And I might add that whether you are an experienced C++ guru or just a newbie starting out fresh, you should take a look at Shine's Lua Player. This is a much easier way to start writing applications for the PSP, and will give you a good feel for the capabilities of the platform. One simply need look at the fine list of games written for Lua that appear on an almost daily basis.
