Questions about thread priority on PS2.

Is there nearly complete information about "initial_priority"? First of all I want to know, how I should choose a priority value for my threads. Since there are many priority levels I am slightly confused. And is there any difference between priority levels on EE and IOP?

PS: I hope my question is correct. Thanks in advance.
