| ok i fixed it all i did was copy cygwin from cygwin/bin/cygwin1.dll to windows/system32 and it works |

This is not the best solution. arthur92710 you better update your cygwin to the lateset version first and install all the packages needed for PSPSDK.
And make sure you are using the lateset toolchain. Follow the toolchain readme.
